Fener&Balat

History to lose - Storia da perdere















In one of the most historic Istanbul sites, on Golden Horn's banks, just behind the ancient city protection walls, are located Fener and Balat districts. They became part of UNESCO since 1990, their buildings are architectural and cultural witness of the jew and greek people, rich historical inhabitants of the districts. Around 1960, following two large fires, the rischest residents moved into more wealthy and europeans neighborhoods, thus leaving  at the ruins of time, almost half of the buildings.

At present,  Fener Balat looks like this, colored European and Ottoman buildings alternate with destroyed ruins, while life on the streets has remained the same as always, alive, innocent and burning.

The European Union, the municipality of Istanbul, the French Institute for Research in Anatolia, and UNESCO, in 1997, with an allocation of € 7 million, created the "Fener and Balat Districts Rehabilitation" program. Wich supply the reconstruction and renovation of 200 abandoned buildings, the families social rehabilitation, support at the small artisan investments  and at small health centers, also give a critical contribute at the candidature of Istanbul at the "World City of Culture " title in 2010. The benefits expected from the program, partly implemented, are associated with all the risks of real estate speculation that inevitably, and despite precautions, are already happening. Actually at risk is not only the architectural heritage, but the social and cultural development of the inhabitants.

Nella parte più storica di Istanbul, sulle rive del Corno D'Oro, appena dietro le millenarie trasandate mura di protezione della città, si trovano i quartieri di Fener e Balat. Entrati a far parte del patrimonio UNESCO dal 1990, i loro edifici portano le testimonianze architettoniche e culturali del popolo greco e ebreo, ricchi residenti storici dei quartieri. Attorno al 1960, al seguito di due grandi incendi, gli abitanti più agiati si trasferirono nei quartieri più europei e benestanti, lasciando così alla rovina del tempo, quasi la metà delle case. 

Fener Balat ora si presenta così, colorati edifici europei ed ottomani che si alternano a ruderi distrutti, mentre la vita per le strade è rimasta la stessa di sempre, viva, innocente e bruciante.

L'unione europea, il comune di Istanbul, l'Istituto francese per le ricerche in Anatolia, e l'Unesco, nel 1997, con lo stanziamento di 7 milioni di euro, danno inizio al programma "Balat and Fener Districts Rehabilitation". Programma che prevede la ricostruzione e ristrutturazione di 200 edifici abbandonati, la riabilitazione sociale delle famiglie, supporti per i piccoli investimenti degli artigiani e fondi per le piccoli centri sanitari nel quartiere e che contribuirà a rendere Istanbul ottima candidata al titolo di "World City of Culture" nel 2010. I benefici auspicati dal programma, in parte realizzati, si accompagnano a tutti i rischi di speculazione immobiliare che inevitabilmente, e malgrado le dovute precauzioni, stanno gia accadendo. A rischio non c'è più il patrimonio architettonico ma quello sociale e culturale di cui gli abitanti sono tutt'oggi i portatori.
